Feature Transfer Error

Ok guys, I'm stumped....I cannot download any exe files. This is the exact message I get. Feature Tranfer Error

Error: Access Denied

This has just started and I have did the basics, ran AVG virus, checked my reg root,and all is clear

Any Ideas?????? Please help!!!!

If you are using download software like Download Accelerator try turning that off.
