Faulty Character Mapping

I just did a clean install of XP with SP2 and after reinstalling all my softwares, i discovered my keyboard went berserk. A lot of characters are mapped wrongly, e.g. pressing '\' on the keyboard returns '#', '~' returns something else. I am really weary to re-install windows and all my software. Any idea?
Summary: I know when I use the windows character map I can copy and paste the symbol but can you actually key it in. I remember doing it on 98 but in XP the symbol I want says U+2663 or 0x70, is that the code...
