Fatal! Could not bind socket

OS: windows xp home edition
CPU/Ram: 256MB

My computer has 3 users. It works well when used by 1 user, if you try to switch to another user the message "Fatal: Could not bind socket!" appears and stays on the screen, it cannot be removed unless a reboot.
What should I do?
