Failure of computer to shut down after power

Specs: Windows XP
Dell E521 with windows XP. on shutting down the computer the screen shows logging off and saving your settings. However the computer does not completely shut down as the green button on the monitor stays green and the screen goes through a continuous sequence of colours so in the end I turn off the computerat the mains. This started to happen after a short power failure about three weeks ago. Malcolm Watson

Normally after going to start and then shutdown the computer will take up to 5 minutes to go through the cycle of "logging off" and "saving your settings". The green light on the monitor turns amber and the screen goes blank so it can be turned off at the main switch. After the power cut and turning the computer off at the mains on restarting it some four hours later it subsequently would not complete the shut down cycle. The monitor light remains green and the screen goes through a continuous cycle of full screen colours.

It is some time since a new programme was installed. From memory it was probably Skype.
