f8 doesnt work when trying to repair XP

Specs: Windows XP, 1.79 Ghz/1G RAM
I have serious computer issues with my PC (Windows XP) such that I believe that only repairing or reinstalling the OS will correct the problem. However, when I try the repair or reinstall, I cannot acknowledge the license issues because my F8 key does not work. I've used both a USB and a PS/2 keyboard with the same result. I've also tried to use the F8 key in combination with Caps, Shift, Control, Windows, and Alt keys and also with NumLock both on and off. Any ideas?

F8 key (to access XP Safe Mode) works only when you boot the computer. Have you done this?

I'm not sure what F8 key has to do with your acknowledge the license issues. What license issue are you talking about?
