Extract selected lines from a text file

Specs: Windows XP
Is there an easy way to extract selected lines from a Windows text file?
This would be based on selecting all lines that match a given string in a fixed position in the file.

For example, extract all lines in the text file into a separate file that have string 'ABC' in positions 10-12.
