external usb 2.0 hard disk spins down

Specs: Windows XP Home SP3, AMD Athlon II X2 240
I recently bought a Vantec NexStar 3 external HDD enclosure (internal SATA to USB 2.0 and eSATA), and mounted a Maxtor 300Gb. drive inside. The PC it's connected to has a Gigabyte motherboard; I'm running Windows XP Home Edition w/ SP3. The issue is that though the external drive works fine, it spins down after 2 minutes of inactivity. Every time I want to access it, it has to "wake up" which takes a number of seconds. This doesn't sound like much but I find it intensely annoying. I can't find any Windows settings that would account for this; hard disks are set to "Never" with regard to spinning down for power saving. Any ideas as to what is going on here? This really is a nuisance.
