If you are using a USB CD-ROM drive, as soon as you plug the USB cable into your laptop, XP should recognize that new hardware has been found. It should either try to install the drivers itself or will ask you to install drivers.

The drivers should have come with your drive. If not, you can check the "Drivers" link to the left of this page, or try the website of your drive's manufacturer.
