explorer.exe process sucking cpupwr

It's not happening so much anymore, but sometimes I have this problem where explorer.exe sucks like 99% of the 100% cpu pwr being used, sometimes when I'm not doing anything at all. and the memory usage is huge as well. and most of the time it will crash explorer. and I have system restore off. and I've disabled a bunch of things from running at startup, (things I know having them disabled wouldn't be causing problems). and I have the virtual mem set pretty high.
