Explorer.exe missing on bootup

OS: XP Pre
CPU/Ram: 1.8/256

When i bootup my computer i have to press ctrl+alt+del and go to new task and type explorer.exe so that my icns and task bar will show. If i dont do this then all i see is my background image.
