Specs: windows could sp3, p4 512 ddr
Explorer.exe loads but no icons same in safe mode last known good configuration didn't work able to access files through system properties file run and did remove a virus

It sounds like some of the virus or a second virus is still there.

If in doubt...download the Kaspersky Rescue disk ISO; burn to a DVD. Boot with the DVD. It will load itself into RAM only; then go on-line to update itself; after-which it will scan the entire system for all manner of nasties... And many of them hide within windows when windows is booted up; thus escaping detection.

The disk is a freebie; and although it says run when the system won't boot etc... it can be run any time.; and in essence your OS isn't booting properly.

Also - perhaps before Kaspersky - try the last know good config (if you can access the boot-options menu (F8)

Download OTL, save & run from your Desktop. If your default download location is not the Desktop, drag it out of it's location onto the Desktop.
Double click the OTL icon to start the tool. (Note: If you are running on Vista or Windows 7 accept UAC alert)
1: When the window appears, underneath Output at the top, make sure Standard output is selected.
2: Select Scan all users
3: Change Drivers to All
4: Under the Extra Registry section, check Use SafeList
5: In the lower right corner, checkmark "LOP Check" and checkmark "Purity Check".
6: Click Run Scan and let the program run uninterrupted.

When the scan is complete, two text files will be created on your Desktop
OTL.Txt <- this one will be opened
Extras.txt <- this one will be minimized

Are these the desktop icons? If yes,

1. Right-click on your desktop.

2. Select Arrange Icons By.

3. You will see a Show Desktop Icons with or without a check mark. If not checked icons will be hidden..
