Explorer.exe error

I get the message on a Explorer.exe window

The application failed to initialize properly (0x0000005). Click to terminate application. So i click OK and it comes up again and i click OK so then my background of my computer just sets there doing nothing. Before this i had to do a bootcfg /rebuild because of a corrupt hall.dll file. please tell me how to fix this. i have my winXP cd, so any cammands i can use??? it comes up right as i login to my computer form my login screen. i press ok then it just freezes.

does it freze or can you perss ctrl alt del?
