explorer.exe error on start-up

CPU/Ram: 2gig
Product: Dell 360

I am infected with something that only allows me to view my backgound jpg on my desktop. I was able to start in safe mode after finding the explorer.exe. Now I am not exactly sure what to do next - still in safe mode with expanded capability.

I do not have virus software on my computer
