Explorer.exe doesn't run in task

Hi, I've been having this issue for about 6 months now and I'm not sure what the problem is.
This also does not happen all the time so it's hard for me to figure out what may be wrong.
For the last six months we've purchase several new computers. Dell but mainly HP desktop.
Once in a while when a user logs on to the their computer/network, the explorer.exe does not run. I would have to manually run it through task manager or log off the user and log back on.
I thought it was the map drive script I have set so I disable it but that didn't fix it. Theren's not much running on these pc's. "Symantec Corporated, AS400 Emulation and the office products. We are running a workgroup environment. Any help would be much appreciated.

nem0, suspect you're experiencing a 'brain cramp' Windows is like that sometimes. SWAG, have your user log off and try again. May not solve it, but... HTH. Ed in Texas.

Yeap, that's one other way we've had to do.
Is there no solution? Is this really a microsoft issue with new machines?
