Explorer.exe Application error

OS: Windows XP
CPU/Ram: 2.60GHz

Recently (I would say 2 days ago) whenever I try to open a window of a folder or windows explorer by pressing windows logo + E I get the following error message:

The instruction at "0x031c415b" (value changes) referenced memory at "0x00000000". The memory could not be "written".

What's the problem and how can I fix it?

Start at the event viewer for clues. Consider using a system restore point or backup to a time when it worked.
Might use sfc.exe /scannow.
Might check drivers with (I think) sigverif.

The event viewer gives me this:

Symbolic Name: STATUS_LOG_HARD_ERROR
Message: Application popup: %1 : %2

I'm guessing a file is not missing or corrupt. Is my solution to reinstall windows?... no I don't have a backup.
