Explorer .exe as a shell

In Windows with a 9x kernel there was a line in \windir\system.ini
SHELL=explorer.exe that would change the boot shell. Is there an .ini file anywhere (I looked in the .\Documents and Settings\user folders and didn't see anything with a 'SHELL=' line. I made sure windows was hidding any OS files. Is there an .ini I am missing somewhere?

Haven't tryed it yet but this looks like it might work. Click on start and click run. Type regedit and hit enter. Look around for this key

"HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon"

and you will see a line that says shell and then explorer.exe

Like I said I have not tryed this so becareful :)
