Under the documents folder I have 10 folders (all users, all users window, default user, default user windows, local service, local service NT authority, Network service, net workservice NT, Authority & mine). They create clutter on my shortcuts and programs. Can I delete any and remove my shortcuts/programs to other folders? Thank you

Sounds like you have My Documents pointed to the wrong place.

It should be yourname\my documents not the root of documents and settings.
