.EXE files and new downloads will not open

Specs: Windows XP
The situation; All .EXE files will not open along
with the control panel options, system restore,
properties, etc. Also i cannot download ANY
new programs from the internet (believe me i
tried to download alot of programs that say
they can help). Anyways, a prompt window
would open reading as followed;


eg. Windows cannot open this file
File: rundll32.exe

To open this file, Windows needs to know
what program created it. Windows can go
online to look it up automatically, or you can
manually select from a list of programs on
your computer.

i select the web service and of course i get
this response;

"File Type: Unknown
Description: Windows does not recognize this
file type."

i dont know what to do? I can't open anything
on my computer nor can i download anything
to fix my computer. Anything to do with
OPENING a program will not open?! what shall
i do?

Sorry, i followed the instructions you have given me. after i entered
"REGEDIT.exe" into the prompt window another window appears reading
"Registry editing has been disabled by your administrator" i do not
know how to fix that and yes i am doing this from the administrators' desktop.

What went on before you first had this problem?

Did you delete anything that has an un-install program rather than un-installing it?
Did you un-install something?
Did some anti-malware software remove something?
Were you on the web, you visited a site, then these symptoms appeared?
.......

Have you tried booting while repeatedly pressing F8 and selecting "Last Known good...?
... and selecting Safe mode?
.....

"Registry editing has been disabled by your administrator"

Do you have other symptoms you haven't mentioned?

e.g.
- you get access denied messages when you click on SOME (but not all) selections
- you're geting popups about your computer being infected that urge you to click on something to go to some anti-malware's web site
- icons have appeared on your desktop for something you did not install yourself - it's a link to an anti-malware web site - it sometimes cannot be deleted when you RIGHT click on it
- selections you normally see when you click on Start are not there in the menu that pops up - e.g. Run, All Programs, My Computer
- pressing Alt-Ctrl-Del does NOT pop up Task Manager
- if you happen to have an icon for My Computer or Windows Explorer on your desktop, if you can open that, some of the drives you normally see listed there are missing

i tried the Method 1 running both of those using RUN and still the prompt
window says "To open this file, Windows needs to know
what program created it. . . ."

ok so basically i obviously caused this chaos to my computer when i
turned off this Microsoft security balloon on the task bar. and Within an
hour i come back to the computer and its all virus crazy and nothing will
open. and now i feel so stuck and confused i even tried to go into safe
mode but it wont even give me that option in the beginning!?!?!

now im just thinking i shud just reboot the system and start NEW? but
would the virus' remain?

You haven't told us much. We need more description.
Do you have any more you can say about what went on before this first happened??
Do any of the symptoms I mentioned in response 5 apply??

In most cases the computer doesn't give you the option on screen, and even if it does it may not work properly - pressing F8 should work in any case.

In most cases you have to repeatedly press F8 - if you hold down the key that won't work on most computers - if there are any bootable disks in CD or DVD drives, remove them (to prevent then from interfering with F8 working).

Most malware these days is NOT a virus, it's something else.

If you can load Last known good..., or if you can boot into Safe mode and use System Restore to load a previous restore point, your system MAY then work normally.

In most cases when you re-load Windows from scratch, or re-load your original brand name software by using a Recovery procedure and the proper Recovery disk or disks for your model, the malware will be gone.

ok i got into safe mode. and i went to system restore and its still telling me
the same thing, window pops "To open this file, Windows needs to know
what program created it. . . ." During safe mode was absolutely no
different then normal.. nothing opened.

ok so story; i turned off Microsoft security balloon on the task bar by
going into system restore options and clicking off to the option "remind all
updates" or just something about updates. so i click it off. and an hour
later i come to the computer and the wall paper has changed into this
WARNING saying that there is a virus on my computer. and thats when
everything stopped working. anyways i restart the computer and the
WARNING wallpaper is gone. and there hasn't been anymore pop ups
about virus warning. just nothing works.

the symptoms;
- main programs will not open and the same window pops up
- anything on the control panel will not open
- system restore will not open
- ANYTHING i try to download will not open
- all icons on desktop do not appear as their own.
- safe mode doesn't help one bit
- the only way i can get to the internet is if i click on a program for that
same window to pop up to give me the option to browse the web service.
