I found this in another forum:

Now navigate to the following keys:-
HKEY CURRENT USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders

Set Start Menu value to "%USERPROFILE%\Start Menu"

HKEY LOCAL MACHINE\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders

Set Common Start Menu value to "%ALLUSERSPROFILE%\Start Menu"

Copy and paste the following reg fix into notepad, then save it with a .reg extension, then double click on it.

Alternatively, you could try this:

Next find and expand the following:

Current Version

Click on the Explorer folder and the NoStartMenuMorePrograms should be at zero, to do this right-click the file and use the modify option to set to 0.
