For the Start menu option:
• Right-click the Start button
• Properties
• Start Menu Customize
• Select the Advanced tab
• In Start menu details..., scroll down to Help and Support
• Put a check [√] in Help and Support
• OK your way out...

But Help and Support has to be running as a Service, otherwise you get that helpctr.exe error message. To restore that Service, download and merge the #235 helpnsupport.reg file at:
Kelly's Korner.

Hi IMPatient!!

Thanks for the solution..

One of my friend has already fixed this issue for me. I think it was "completepcpedia" website where he found the solution of this problem...

But anyways thank you very much....I really appreciate your help.
