Error Upon Trying to Install Tune Up Utlities

Specs: Windows XP, 633 / 512mb
I'm in desperate need of an answer for work I'm doing for a client of mine. He is using Windows XP Service Pack 3. Upon installing Avast Antivirus there was no problem. When trying to install Tune Up Utilities 2008 as both the Administrator and another limited account the following error displayed, "The system administrator has set policies to prevent this installation." When trying to install Tune Up Utilities 2009 the following message displayed, "This installation is forbidden by system policy. Contact your system administrator."

Go into safe mode and run Avast and see what happens.!

Thanks for the helpful reply. I know it's got to be a virus because I just called him and he said he had run the Avast program and
came up with two viruses but he said he could remove them. Now this is a trial version of Avast. Once the code is put in for the Anti-Virus program for the commercial license would one be able to easily uninstall this virus or is there some other step or steps to remove at least the virus causing the errors, "The system administrator has set policies to prevent this installation" or "This installation is forbidden by system policy. Contact your system administrator."
