Error Page 403 Forbidden?

Got a problem with trying to install a anti-virus program (Zone Labs) which on trying to download the program, I keep getting up the white error 403 forbidden page. I'm not quite sure what and where I should configure in my PC to allow this download. Can some kind soul let me know what I should be configuring. As always, many thanks for advice.
