Can you boot to Safe Mode? Who is the Manufacturer of your computer?

If I remember correctly, that message refers to an error in the registry. It can sometimes happen if a power supply cuts out while Windows is accessing the registry files. The message refers to a registry corruption although it sounds like it's a bit late to use any kind of cleaning software,

I think you'll probably need to copy a fresh set of the registry files via the Recovery Console - can you get far enough in the boot sequence to access the Recovery Console? There are a few commands you can use to replace the registry files.

You could contact Dell and get another CD, or borrow one from a friend. Then run a Windows Repair.
