error message - services.exe - unable to

this is the meesage I get " this application has failed to start because scesrv.dll was not found, re-installing the application may fix this problem...."
this happens after the windows logo is done loading, ready to load windows log in and then all of a sudden the message appears.. then I click close and all that appears is a black screen and nothing happens....tried booting in safe mode, and all other oprions and same thing.... tried to repair but no luck....please help me
