Well, i have the same problem as described in This topic :

netsh.exe - unable to locate component
This application has failed to start because framedyn.dll was not found. Re-installing the application may fix this problem

I did everything listed there and it didn't disappear on the next reboot.
I have 3 virtual drives on one HD:
C, D (where my XP home is installed) and E.
Possibly, when i was tidying drive C some days ago i revmoved something.
Can anyone help?

Maybe look for that DLL in this folder
C:\WINDOWS\system32\wbem

Near as I can find-

Thanks, i know where to find framedyn.dll on my system. I tried replacing it, downloading it from the web, almost everything.
I did the clean boot as described on the page you provided, and now the dialog ceased to appear on startup (before the clean boot it appeared on startup or, if it didn't, when i tried to acces any folders (e.g. "My Computer") or opened any other software (e.g. Opera, my web browser)), now it appears only when i try to acces a folder or some software.
How can i cure this?

P.S: netsh.exe and framedyn.dll could not be found in the "Task List Programs"

See if this fixes anything--
Try System File Checker:
Open the Command Prompt, then type:

sfc /scannow

note space between the c and /
Have XP CD in your drive.
Information about SFC

Strange... it does not work at all...
I ran the command and a little window with a progress bar appeared. The progress bar never moved. It remained in 1 mm from the start. :(
I had The WXP CD in my drive, and the program, apparently, used it.

Is my os so buggy that nothing here works?
I have not met any such probs before...
But i have never run a SFC scan.

By the way, recently my Opera started to run a little slowly, especially when one goes to a new URL. Do you think it is linked with the error message?

Well, i think that if this will continue, sometime later i will have to reinstall my OS. In some days maybe.
Because it seems that there is no way out, although in all other parts it works normally... :(
Sorry for the trouble.
I don't think that there's anything left to do. :(
