Error formatting hard drive

hi,
My error says""Format cannot run because the volume is in use by another process. Format may run if this volume is dismounted first.All open handles to this volume would then be invalid. Would you like to force a dismount on this volume? (Y/N)"
However when i enter Yes it says unable to lock drive C as it's in use by some other process.
Pls help on this!!

It may contain a swap file or hold the %TEMP% directory.

start > settings > control panel > system

On the ADVANCED tab, look in PERFORMANCE for swap file.

In ENVIRONMENT see where %TEMP% is.

If the %TEMP% is on the drive you want to format, move it.

GoodMorning,
As you mentioned above to hold the swap file my cpu boots from hard drive however after welcome screen desktop screen appears and then nothing happens "no icons/no taskbar" nothing !!how should i continue!!

I have a new problem also..my CPU boots from XP cd and when the "press any key to boot from cd" appears and i click space or enter key ..nothing happens my screen is black with an - (sign) blinking!!
