Right click on my computer and go into properties you will see a tab that says device manager. Find your piece of hardware that your having issues with and click on the resources tab, untick the box that says use automatic settings and change the IRQ to a different com port.
This error is commonly found for any serial or PS2 device that your computer is using. To avoid this error as often it's best to use a USB keyboard and Mouse since they don't require a IRQ address to fuction properly freeing up some of the ports.
