error blocking popups

hey..i have sp2,and i have my popups blocker setting to the highest level, and im still getting popups. why doesnt it block it? thats one problem. the other one is, on pop-up setting, there's a box that you can allowed which site it wouldnt block right, when i go there, there's always 4 website on allowed site list,so i remove these website, but when i come back to check it again and they still there. so how can remove these website from that box. and yes i have scaned my computer with ad-ware professional and mccafee antivirus. so any info about what i should do will be appreciated . thanks alot guys.
