error 2755. 110

OS: Win XP Pro
CPU/Ram: Pentium 4

Whn I try to install software that uses Windows installer I get a dialog box that says "system cannot open the device or file specified" and then a message "internal error 2755. 110." I did some research and found out the problem most likely has to do with the security settings for Windows Installer and I need to select Full Control in teh properties dialog box for the installer folder, and the instructions I've found say I need to select the security tab, but there is no security tab in XP. How do I fix this?

In explorer:
Tools/folder options/view tab
Scroll down and uncheck "use simple file sharing"
