Error 1606 while installing HP

I am getting frustrated!!. I tried in vain to install an all-in-one HP printer on my XP PC and I always get "could not access network location '%allusersprofile%\start menu\programs\startup" I went through many of suggestions for registry and registry fix programs with no luck. I was able however to install it on my laptop. The startup directory for all-users can be accessed with no problem. I am also admin on my machine.

C:\Documents and Settings\All Users\Start Menu\Programs\Startup

Finally SOLVED!!!!!
The culprit is the "Type" of "Common Programs" and "Common Startup" at HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders.
They were supposed to be "REG_EXPAND_SZ" and not REG_SZ just like the other entries. So I had to delete those two and replace them with the accurate types before restarting and running the HP software again
