Entering Proxy Server details through Command

Specs: Windows XP SP3, Core2 Duo/2.1Ghz
I have windows XP (32) as my Operating System. My system is connected to Internet through a proxy server(192.168.7.252:3128) which requires a username & password for authentication.

Recently, I installed Apache ant server in my system. Using this I have to build a Java project in command prompt which downloads a few files from google repository from cmd prompt. But since I do not have a direct Internet connection the download fails & thus I cannot build the project.

So, my question is, Is there any way to give my proxy server credentials (IP & username/Passsword) through cmd prompt. I googled & found the command "proxycfg" but I don think it can accept username/password. Is there any other way possible?
