Emachines commonly suffer powersupply failure and the fact that you see a motherboard light and/or fans spin does not prove the PSU hasn't failed. That is your starting point. The PSU has several different rails supplying different voltages to different parts of the PC and it is often the situation that one rail fails while others continue to work.

emachines computers are well known to have el-cheapo power supplies that tend to fail more often than average, and when the power supply fails completely, they are a lot more likely to damage something else, often the mboard.

If you have not been fiddling inside the computer case just before this happened and have not changed the ram installed in it, it is very likely that if you replace the power supply BEFORE it fails completely, doing that will restore your system to working again.

Unplug the cord to the computer, or otherwise switch off the AC power to it, open up the computer case, and find the label on the power supply - if the brand is BESTEC I advise you DO NOT trying booting the computer anymore - if the PS fails completely there is a strong likelyhood it will trash your mboard!!!!

Failing power supplies are common and can cause your symptoms.
They often partially work, fans and hard drives spin, leds come on, yet you get no video and the mboard will not boot all the way.
Check your PS.
See response 4 in this:

DO NOT replace the power supply with a BESTEC one!
In most cases you can replace it with any standard sized standard ATX power supply.
.......

If you HAVE been fiddling inside the computer case before this happened
- remove the AC power to the case the same way, check to make sure all connections, cards, and ram are fully seated.

If you have just installed ram that was not installed before, not all ram that fits is compatible with your mboard chipset, and some of it will cause your mboard to not boot at all, no beep, nothing, or not boot fully. If you still have the ram that was in it before, install it, and remove the ram you added, and try your computer to see if it will then work normally.
If you no longer have the original ram....
Make sure you have a case speaker or speakers connected to the mboard so you can hear mboard beeps (see your mboard manual).
Remove the AC power to the case/power supply.
Remove all the ram.
Restore AC power.
Try to boot.
If nothing else is wrong, you will hear a pattern of beeps that indicate no ram is installed, or a ram problem.
E.g. for an Award bios or a bios based on one, that's often a beep of about a half second, silence for a half second, a beep of about a half second, silence for a half second, continuously.

If you have just installed a card in a slot, make sure it is seated in it's slot properly, restore AC power, and try the computer. If that doesn't help, remove the AC to the case, remove the card, then try the computer.
