DVD-Rom wont work.. help

it says my rom is working properly but it wont even read discs. if i put a cd in it would seem like its loading (green light flashing) but thats about it. i got this computer at ibuypower btw. any help is appreciated.. thx.
If you are comfortable editing the registry: Create a Restore point and back up the registry.Open regedit. Look for;
HKEY_LOCAL_MACHINE\system\CurrentControlSet\SetControlClass. Key name: {4D36E965-E325-11CE-BFC1-08002BE10318} Value Data:[Delete all value data from upper and lower filters] Note-Do not delete the key or the multi-string values. Delete only the data values. You may have more than one entry.
Exit regedit and reboot.

thanks for the quick reply.. right now im at regedit {4D36E965-E325-11CE-BFC1-08002BE10318} but i dont see any value data folder or icon. on the other hand i do see the lower filters icon.. but no upper filters icon. here's the icons listed..
