I have a Lite-On CD drive and a Lite-On DVD drive, and they are recognized as the correct brand and model in BIOS and Device Manager, but in My Computer show up as generic CDROM drives that will not register as having disks in them. Any Thoughts?

Shows up as the correct IDs, a DVD drive and a CD drive and shows the sizes of 489 and 555 megs, which is accurate as to what is on the CDs in either drive.

In my computer right click on the dvd drive icon, and select properties and then the hardware tag. Select the drive form the list (does it say lite on here?) - you can then select the properties for the drive and then try to force it to update the driver. Of course the drive itself could be faulty !.
Another alternative is to unplug it, let windows boot up, plug it back in and then windows should reinstall it

This is part of a bigger issue, I added some RAM and replaced a fried video card. Before I could put in the new vidcard, I had to reset CMOS, and when I got it and the RAM in, the PC wouldn't show the drives.

One important distinction to be made in the problem is whether or not the drive(s) can recognize a Program Disc like Windows OS. If the problem is with CD's recorded using your Burning software only and NOT with an OS Disc, then you need to troubleshoot the Burning Software.

I tried each solution suggested. Nothing works.
If I have a DVD in the DVD drive, it will show a DVD icond in MY COmputer for the drive. If I put a CD in, the icon changes to a CD-ROM icon. But i still get a "please insert disk" message when i click on it. It is soo close but so far.

My understanding of the problem you are facing at present with your Lite-ON CD-ROM and DVD-ROM drive is Disc Read Failure.The Devices can't read the Disc Label nor the contents of both Commercial Software Discs as well as "home burnt discs".
If I have understood your problem correctly, my suggestions are:
Rule out DISC problems:1. If you have another PC with CD and or DVD drive, try the disc in that. If it cannot also read the disc, clean the disc with a fresh CD cleaning cloth using the correct technique and try again. If it still fails to read the label/contents, the Disc is defective. Try a known good disc in the "healthy" PC and confirm Disc reading and therefore a Good Disc. Using Right Click >Explore find the name of any Folder in the Disc and write it down for test purposes in the "sick PC".
Next, test the "sick Lite-ON Devices" for Read Failure using the "Good Disc"
If they fail, then consider a software or hardware issue causing Disc Read Failure.To make a differential diagnosis whether it is a Windows software problem causing Read error or a Defective CD/DVD Device issue, you may make use of "copy" command from a command prompt to try and copy the folder whose name you have copied earlier in the other PC.
1.Mount the Disc in the Device.
2. Click Start> Run
3. In Open: type CMD [ENTER]4. In command prompt, type:
copy discdrive:\foldername drive:\psstest /V
discdrive= the drive letter of CD/DVD drive
foldername =the name of the folder you have copied earlier using healthy PC
drive= your Sick PC's system drive for Example C:
/ V switch verifies that the copy is correct.
5. Press [ENTER]6. If you are prompted with the question whether psstest specifies a file name or directory name, press F.
6. If you are prompted to overwrite, press A.
If the Copy is successful the read problem is caused by another software in your System interfering with Disc Reading and not the Device itself.
If it fails then you have a Drive problem or Windows Problem.
If you suspect another software causing the issue, try Uninstall Daemon Tools and then in safe mode uninstall all CD devices from Device Manager and Reboot and try reading the discs.
If problem persists, it could be Windows problem. Try the original Registry editing .. Upper and Lower Filter deletion you already know. If REGEDIT fails and you are sure it is not a Drive problem,then Reinstall Windwows with the aassumed diagnosis of failure to restore corrupt registry.
If Software issues are ruled out, consider Hardawre problem.If the drive problem is something simpler like dust or debris obsuring its Optics, first try the Q-Tip cleaning method. If unsuccessful, use a Drive Cleaning Disc you can buy from Electronic Stores and clean it and try again.
Lastly the painful option of replacing the Drives:-(
I will be interested to know the final outcome of your troubleshoot whatever it may be.
