Comment:
I burn a family video from CD to a blank DVD.
My question is
What are differences as if I burn the picture to DVD+R 4x and DVD+R 16x ?
Are the pictures in 16x clearer than 4x? Is anything else benefical ?

I prefer burning at a slower speed such as 4x because there are less errors in burning in my opinion. No gain in clairity. just better quality of a burn.
best of luck Frank :

Actually no. It all depends on your DVD burner. The difference between the 4X and the 16X is how long is going to take to burn. If you burn at 16X it will be quicker, but there might be the possibility that when you go to play your DVD it might skip or won't read. The slower you record, the better it will be when playing it back on your DVD player. This way you avoid getting freezing frames or sound problems, etc. I would try the 16X and if you don't notice anything wrong when you play it then you know that your burner will handle 16X ok. Also, it might depend on the quality of blank DVD disc that you buy. Some are better than other when recording, such as Verbatim. Trial and error is my best bet.
