My DVD ROM Drive-(IDE DVD-ROM 16X)-no longer recognizes any DVDs or CDs. This started about 1 week ago. Device Driver shows that the IDE drive is working properly. My external DVD drive works fine.

If you use InCD then I suggest removing it. Use the add/remove program to do so.
If you have Nero then this might be caused by a nero driver not working properly and you will need to uninstall nero and reinstall it. If it still refuses to work, then the upper and lower filters need to be removed from the registry key! start > run and type
regedit
press enter
and in the tree navigate to: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\ Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318} and delete both the upper and lower filters by double clicking them and selecting delete entry! then close out everything and reboot.

Have you tried using a cd/dvd lens cleaner in your drive? If the cleaning disk doesn't spin then the drive might be toast.
