DVD Burner not working

I just installed a DVD burner (Panasonic.Mats---a DVD-RAM SW-9571). I can't get it to format a DVD. I've tried both DVD-R and DVD+r. The DVD+R doesn't do anything, as if the drive were empty. The DVD-R acts like a regular CD. Any ideas on what I'm doing wrong?

What do you mean by "Format a DVD"? A dvd + or -r cannot be formatted and files cannot be deleted off of them. on +rw and -rws you can... Also some DVD-RWS only read + or only - dvds (you know like DVD-r vs. DVD+R).

I thought that they needed to be formatted before I could use them. I can't write to a DVD at all.

What software are you using? Did you install the packet-writing software? Even though XP supports drag and drop, my dvd player required additional software to be installed before it would work in explorer.
