Usually when Windows cannot delete a file, it means it is currently running or in use. If you hit Ctrl+Alt+Del once, click Task Manager, and check in the Applications tab and the Processes tab for BPC.exe and end task it. Then try and delete.
Never dealt with this particular problem before, but something else similar, and that's what I had to do. Even if you open a command prompt from in Windows (Start, Run, cmd), if the file is in use, you will not be able to delete it. Not sure about rebooting into some kind of command prompt mode.

Boot in safe mode, minimal drivers, then try and delete it.
