Downloads Do Not Work

I just started having this problem recently. Whenever I try to download a file it gets hung up on the Getting File Information section. It will not go past that to save anything. I cannot connect to ICQ either. I can get on MSN and browse sites but I cannot download anything. HELP!
What web browser are you using to download files with?

The newest version of Internet Explorer. I have all new updates of everything....I just cannot get past the Getting File Information screen. It is really bugging me. I've virus scanned and spyware scanned. Nothing to do with that stuff.

Open IE > Tools > Internet Options > (tab) Security > (button) Custom Level . Scroll down to "File Download" and uncheck Disable.
Or ,
Start > Contol Panel > Internet Options > (tab) Security > (button) Custom Level . Scroll down to "File Download" and uncheck Disable.

No that is not the problem. They are enabled. Like I said, it tries to download it just does not get past Getting File Information section. It is very annoying. Thank you for trying though.

File appears to be downloading but is not
When you attempt to download a file from a Web site, the Copying dialog box may appear (containing two folder icons with page images moving between them), but the File Download dialog box may not appear. In this case, you may be unable to download a file
