Downloading problems with IE8

Specs: Windows XP
After not having Internet for a while, I got back online today. I have a new modem and a new connection.
I browse with Internet Explorer 8 and everything is going fine : I can watch vidéos and access websites without problems. The problem is I almost can't download anything.
I updated Windows XP, it went fine and I rebooted. When I tried to updates other programs like Flash Player, iTunes or World of Warcraft, it won't work because, according to the error messages, that there is no Internet connection or the tracker is not responding. I tried to download AVG too and it didn't work either.
I used to have Norton 360 but I decided to change for AVG, so I removed Norton and used the Windows XP firewall. I've checked the settings of it and everything is fine.
I even called the technical support of my Internet provider and they're stumped : it's the first time they heard of that kind of problem.
Anyone has any idea? I'm pretty much stumped too...

Have you used the 360 removal tool? Perhaps there is something left From Norton 360 in the system that is causing the problem. Scroll down the page on this link, and follow the instructions to try to resolve the problem, if you have not done so already.

Actually, I've unistalled it from "Uninstall Norton" choice from the Start Menu. Looks like it didn't uninstalled everthing.
