My regular download speed at a certain web site is about 350-500 kbs, today its going 25-30 kbs and I know its not the website becasue my friend says his is running at the average high speeds as before. I have no programs running in the background, my spyware and internet files/cache are cleaned... any ideas as to why my download speed is extremelly slow now?

Check cables, routers, hubs and switches.

Turn off all PC's, router, hubs and switches. Now turn them all back on.

After all equipment is rebooted check the speed..

If the speed is still slow after doing what Buzz said, it will probably be you ISP. This type of thing happens a lot in Spain, the ISP is overloaded and speed decreases a lot.
