Download error with IE

I started having this problem yesterday when I shut down the computer I had to end task on "cicerouiwndframe" and according to some postings it appeared to be an issue with office and voice recognition so I unistalled it as suggested. teh issue is I can't download from sites, I can surf teh sites without any issues but get a message that says the internet site cannot be opened. I have uninstalled/reinstalled IE 6,repaired IE6 and even attempted to download Firefox to see if I can download from there but get the error from this computer, I have another I can download from and try to install but wanted to see if anyone else had any other ideas. if that doesn't work then I will reformat and reinstall with SP2 .

After doing another repair and restart IE is working fine again. Just wanted to post a followup

and after shutting down the computer I cannot download anything once again, it does work after the repair of IE but not after shutting it down.
