'dosurl.exe' what is it???

there's a process in my task manager called "dosurl.exe" and it's using nearly 100% of my processor. when i try to end the process it just comes back. I tried msconfig but it doesn't show up even though it's running under my user name in the task bar, i don't know where it came from or what it's doing.
I did a virus scan but it didn't say anything, anyone know what this dosurl.exe is doing?

the file is located at: c:\windows\web
I tried to delete it but you can't delete a running process, i can't close the process cause it just reopens a split second later. I tried using moveonboot to remove it on the next restart but it still doesn't go away. My comp is freezing every 10 seconds because it uses 80 to 100% of my processor to run.
I also noticed a fie called lrusod.tmp briefly appearing in the c:\windows\web folder and then dissapear every once in a while, not sure if it's related.

rename the file....put .bak on the end of it. then stop it in task manager then delete it. that easy

From what i can work out its a Data Output Stream but not sure what it does or where it comes from. the pages i was looking at though were mainly about spyware so there you go...
