Dos Programs in XP

I'm trying to run a program that will let me convert .bmp files to a certain .bmp that works in a game... (im making a skin...) and the program I'm using is made to run only in dos. I would like to know how to get the dos programs to run.

A lot of DOS programs don't run in XP being XP may have the option for Command line access; but it does not offer true DOS though.
