Yes you can:
Click the start menu select run then type in cmd and it will bring up dos prompt.

Just to let you know that when you go to start and run cmd that it is a windows in windows dos emulator and not true dos so a lot of the dos commands will not work and in the processes the process is ntvdm.exe because it is not a true dos program.
