Domain security policy

OS: win 2000 server
CPU/Ram: Intel Xeon 1GB RAM

Hi everybody.
I have a domain controller under win2K server. I would like to know the difference between "local security policy", "domain security policy" and "domain controller security policy".
I want to adjust some parameters that would affect every PC on the network. What feature from the above should I choose?
Moreover, I have a simple user in the domain (say user A) and a PC connected to the domain. How can I give special rights to user A only for the specific PC, and not for all the computers in the domain?

Local is for the machine that is resides on.
Domain is for machines that are part of the domain.

Go to Technet and start learning a lot about Active Directory. Almost all the info on 2003 is similar to the 2000 server.
