Does XP slow down Eudora email?

On my old Pentium II desktop with Windows 98, Eudora email ran perfectly. I now have a laptop with AMD Athlon 4 and XP. My incoming Eudora email works OK but the outgoing email takes almost 40 seconds to transmit after I hit the send button. This never happened with Windows 98. Any suggestions? Thanks!
