Does TEMP cache cause Online Video Buffering

Specs: Windows XP Service Pack 3, 2 GB
Seniors, actually what is "temp" ? I'm confused... The reasons I ask this question are :-
1) Whenever I search folders and documents, I will see folder named "temp"
2) This site :
Delete "temp" files can help your buffering videos become more faster...

Is "temp" can affect our computer system ? Is "temp" can affect the buffering video at website?

Temp is generally nothing to worry about.

Caching of video is done in various ways depending on the player and in some cases a test that the stream does to decide speeds to send data.

1/3 of highway deaths are caused by drunks. The rest are by people who can't drive any better than a drunk.
