Docking software not always on top

I tried using ObjectDock and RocketDock, and even when they are set to be "always on top", other applications seem to take the priority, such as Outlook or Firefox, etc. and in order to see my dock, I need to move the other windows out of the way. Any suggestions would be appreciated. Thanks!

Place a Icon in the left bottom tray by dragging it or copying and pasting. I keep most all my icons there. Only time the tray doesn't show is when gaming or movies.

I already use the quicklaunch, but I use RocketDock as well.
