Specs: windows xp, 2.66 dual core/1024

mouse recgonition is not in device manager,where did it go? worked and recgonized it before,computer been sitting awhile before use.

Type main.cpl in the Run box and hit Enter key. If it comes up then the file is there so it's a matter of why it is not seen from the Control Panel itself.

If the mouse is wireless you may need to change the battery in the mouse.

I've taken this post to mean (rightly or wrongly) that there is no Mouse icon in the Control Panel. It has not been my general experience that expired wireless mouse batteries can cause this icon to completely vanish. For my information, perhaps you
can can confirm that it does happen with some wireless mice?

Oops.
As far as I have seen with my limited exposure to only fairly recent wireless mice, working or malfunctioning, you're right - if the wireless receiver / transmitter in the USB port is being detected properly, a wireless mouse model shows up in Device Manager even if the mouse isn't actually working.

Is the subject mouse wireless ?

If yes, try plugging in the wireless receiver / transmitter for it into a different USB port.

Troubleshooting USB device problems including for flash drives, external drives, memory cards.
